The current message which is displayed when hovering over the external dependency warning in the Team Breakouts and Program Breakout Overview pages is as shown in the image below. However, the context is not accurate. The dependency may be to an item in another ART, solution or Portfolio but with the same PI. We would like to suggest updating the verbiage:

"There are required issues which are either 1) not in the current PI for this ART; or 2) may belong to a different ART, Solution or Portfolio. To review them, please open 'Manage Dependencies'."
